Shipping lithium batteries UN 3480 and UN 3481 to the UK: ADR in practice

Lithium-ion batteries are Class 9 dangerous goods, and the most common shipper mistake is assuming small quantities travel like ordinary groupage. We explain the SP 188 thresholds, P903 packing and why limited quantities do not apply here.

Lithium-ion batteries shipped from Poland to the United Kingdom are ADR Class 9 dangerous goods: UN 3480 for batteries packed on their own and UN 3481 for batteries packed with or in equipment. Small cells meeting special provision 188 travel without the full ADR regime; everything above it needs P903 packagings, the 9A label and a transport document entry.

UN 3480 covers lithium-ion batteries carried on their own, for example a stock of power banks or cells for production. UN 3481 covers batteries packed with equipment or installed in it, for example power tools with battery packs in one box. Both entries are Class 9 with the 9A label.

When does the special provision 188 exemption work?

SP 188 is the gateway for small batteries. The boundary conditions: a lithium-ion cell up to 20 Wh, a battery up to 100 Wh, and a type tested under the UN 38.3 test series. Practical requirements follow: every cell and battery protected against short circuit and enclosed in an inner packaging, a package that survives a 1.2 metre drop without damage to its contents, and a gross package weight of up to 30 kg, except for batteries packed with or contained in equipment. The package must carry the battery mark with the UN number. A consignment meeting all these conditions is not subject to the other provisions of ADR, so it can travel in ordinary groupage, provided the shipper told the carrier what is on board.

Why do limited quantities not apply here?

This is the most common battery mistake. For many dangerous goods ADR offers the limited quantities path, but for UN 3480 and UN 3481 the LQ value is zero. There are exactly two routes for batteries: SP 188 for small ones or the full regime for the rest, with nothing in between. A shipper who sticks an LQ diamond on a battery carton ships non-compliant goods, and liability for undeclared dangerous goods in a groupage vehicle falls on the shipper.

What does the full ADR regime for batteries look like?

  • Packagings to packing instruction P903, UN approved, with batteries protected against short circuit and movement.
  • The Class 9A label on the package plus the proper shipping name, the UN number and the tunnel restriction code in the transport document.
  • Transport category 2: up to 333 kg per transport unit: some requirements, including orange plates and the driver's ADR certificate, do not yet apply.
  • Training of everyone involved in the carriage in line with ADR chapter 1.3.

What about damaged or waste batteries?

That is a separate, stricter regime. Damaged or defective batteries travel under special provision 376 in P908 packagings, severely damaged ones in P911; batteries carried for disposal or recycling fall under special provision 377 and instruction P909. We do not accept such shipments into ordinary consolidation without prior arrangement, because they need separate preparation.

Did Brexit change ADR rules on this route?

No. The United Kingdom remains a party to the ADR agreement, so road carriage of batteries from Poland to the British Isles follows the same rules on both sides of the Channel. What did change is customs: batteries and battery-powered equipment go through normal export and import clearance like any other goods in UK trade, as we describe in our article on customs clearance to the UK after Brexit.

What do we need from the shipper before quoting?

Three things: what exactly is travelling (cells, batteries, equipment with batteries, watt-hours), in what quantities and packagings, and whether the battery type has UN 38.3 test confirmation, whose summary the manufacturer must make available. On that basis we qualify the consignment for SP 188 or the full regime and choose the vehicle: some ADR consignments travel in groupage, some need a dedicated van. The goods are covered by carrier liability up to EUR 1 million and CARGO insurance, and on the British side our Milton Keynes warehouse backs the operation.

How do typical consignments qualify?

A few repeatable cases from daily practice. Power tools with batteries up to 100 Wh packed as sets: usually UN 3481 under SP 188, meaning groupage with the battery mark on the cartons. A pallet of spare power banks for a retail chain: UN 3480, with the path decided by the watt-hours of individual units and the package weights. Batteries for electric bikes, mostly several hundred watt-hours each: the full ADR regime, P903 packagings and the 9A label, no discussion. Laptops and phones as equipment: UN 3481 with installed batteries, most often SP 188. One principle orders all the cases: watt-hours and packing method first, then the path, and only then the vehicle and the documents.
