GMR — what it is and who prepares it

What the GMR number in GVMS is, what it is for, and why the carrier cannot create it without GB import documents.

A GMR (Goods Movement Reference) is the movement number in the UK GVMS system the driver uses to cross into the UK. The carrier prepares it, but only on the basis of GB import documents supplied by the sender or client — without them the GMR cannot be created.
