GVMS: how the UK system works and the carrier role

How the UK GVMS based on pre-lodgement works, what the GMR number is and exactly what the carrier does at the crossing.

GVMS (Goods Vehicle Movement Service) is the UK goods movement control system based on pre-lodgement. It ties earlier declarations (export, import, transit) into one GMR (Goods Movement Reference) the driver uses at the crossing. Without a valid GMR the carrier cannot board the ferry or the Eurotunnel.

How it works

  • Pre-lodgement: declarations are filed before arrival at the border.
  • The GMR ties declaration numbers (e.g. MRN) into one number per crossing.
  • The carrier creates the GMR from data supplied by the sender or agency.
  • The driver presents the GMR at the crossing to board the ferry or Eurotunnel.
GMR (Goods Movement Reference) is the goods movement number in GVMS, linking the required declarations into one crossing identifier.
